摘要
空间低碳化水平评价是低碳空间规划科学编制的前提和基础。而既有研究侧重于单一空间尺度的低碳化水平评价,使得不同空间尺度的评价体系衔接性较差,难以对空间低碳化水平进行全面比较。该文通过对不同尺度的空间低碳化水平评价体系相关研究进行归纳和总结,以县域为最高一级空间尺度,提出多尺度空间低碳化水平评价体系构建的方法流程:(1)明确不同尺度下低碳空间规划的类型,搭建多尺度低碳空间规划框架;(2)基于《省级温室气体清单编制指南》,以活动量作为转换的指标选择方法,建立评价指标体系;(3)借鉴当前国际或国内相关标准,确定各项指标的绝对评价参考值和相对评价参考值。多尺度评价体系涵盖了县域、城镇和村庄3种不同类型空间尺度,以及产业经济、用地布局、道路交通、基础设施和生态环境5个维度,共计48个具体指标。最后以安徽省枞阳县为例,从"县域-城镇-村庄"3个尺度对枞阳县的空间低碳化水平进行评价,从而为增加低碳空间规划编制的科学性、针对性和可操作性提供具体的路径参考。
The evaluation of spatial low carbon level is the premise and foundation of scientific compilation of low carbon spatial planning.However,the existing research focuses on the evaluation of low carbonization level in a single spatial scale,which makes it difficult to compare the low carbonization level of space with different spatial scales.By summarizing the related research on different scales of spatial low carbon level evaluation system,taking county as the highest spatial scale,this paper puts forward the method and process of constructing multi-scale spatial low carbon level evaluation system.Firstly,defining the types of low carbon spatial planning under different scales,and establishing the multi-scale county low carbon spatial planning framework.Secondly,based on the Provincial Guidelines for the Compilation of Greenhouse Gas Inventories,the evaluation index system is established with the activity volume as the index selection method.Thirdly,according to the current international or domestic standards,to determine the absolute evaluation reference value and relative evaluation reference value of each index.The multi-scale evaluation system covers three different types of spatial scales,including county scale,town scale and village scale.The three scales all include industrial economy,land use layout,road traffic,infrastructure and ecological environment,a total of 48 specific indicators.Finally,taking Zongyang County of Anhui Province as an example,this paper evaluates the spatial low carbon level from the three scales of"county-town-village",so as to provide specific path reference for increasing the scientificity,pertinence and operability of low carbon spatial planning.
