在新发展格局中推动旅游业高质量发展,是文旅产业与经济社会发展的重大现实需求和重要科学命题。在阐释“双循环”新发展格局与旅游高质量发展科学内涵的基础上,该文围绕生态文明建设与旅游高质量发展、文旅融合与高质量发展、大运河国家文化公园建设、长三角区域旅游一体化与城乡旅游融合发展、旅游业科技赋能与智慧旅游体系建设、RCEP对中国旅游发展的影响与国际旅游市场拓展、旅游就业增收效应与高品质生活的共建共享机制等理论与实践问题进行了理论思考与观点争鸣,提出要聚焦“双循环”新发展格局与旅游高质量发展的相关科学问题,深入进行理论探索和创新实践,以生态优化、扩大内需、文旅融合、精品打造、科技赋能、区域协同为重点,坚持创新驱动,构建旅游新发展格局与旅游高质量发展的多维推动机制,为畅通国民经济循环和推动旅游高质量发展提供理论借鉴和参考依据。

To promote high-quality tourism development in the new development pattern is a major realistic requirement and an important scientific proposition for the cultural tourism industry and economic and social development.On the basis of explaining the new development pattern of "dual circulation" and the scientific connotation of high-quality tourism development,this article conducts the theoretical thinking and viewpoint contention by focusing on the theoretical and practical issues such as ecological civilization construction and high-quality tourism development,culture and tourism integration and high-quality development,the construction of Grand Canal National Park,the integration of regional tourism in the Yangtze River Delta and the integrated development of urban-rural tourism,tourism technology empowerment and smart tourism system construction,the impact of the Regional Comprehensive Economic Partnership Agreement on China’s tourism development and the international tourism market expansion,the effect of tourism employment growth and the co-construction and sharing mechanism of high-quality life.It is proposed to focus on the scientific issues related to the new development pattern of "dual circulation strategy" and high-quality tourism development,carry out in-depth theoretical exploration and innovative practice,concentrate on ecological optimization,domestic demand expansion,culture and tourism integration,high-quality goods creation,technology empowerment and regional coordination,adhere to innovation drive,and build a multi-dimensional promotion mechanism for the new tourism development pattern and high-quality tourism development,in order to provide theoretical reference and scientific evidence for smoothing the national economy circulation and promoting the high-quality tourism development.
