新冠疫情危机影响世界经济格局,加速社会各方面的数字转型,加密数字货币的现实需求与风险与日俱增。一方面,加密数字货币是金融市场可能的替代品,其价值日渐增强;另一方面,加密数字货币去中心化等问题隐含诸多风险,且呈现风险溢出的基本状态。在此背景下,反思加密数字货币规制路径,形塑技术驱动的监管,完善监管科技的应用,加强对加密数字货币交易所的监管,完善加密数字货币跨境流动监管机制和反洗钱机制,并在此基础上以数字人民币实现更高维度的治理,探索数字人民币框架下公私合营数字货币增强中国海外竞争力的方案,便尤为必要。

The crisis of the COVID pandemic affects the world economic pattern and accelerates the digital transformation in all aspects of society,and the real demand and risk of cryptocurrencies are increasing day by day.On the one hand,crypto-digital currency is a possible substitute for financial markets,and its value is increasing day by day;on the other hand,the decentralization of crypto-digital currency implies many risks and presents a basic state of risk overflow.In this context,it is necessary to reflect on the regulatory path of encrypted digital currency,shape technology-driven supervision,improve the application of regulatory technology,strengthen the supervision of encrypted digital currency exchanges,and improve the supervision mechanism and antimoney laundering mechanism for the cross-border flow of encrypted digital currency,and on this basis,it is particularly necessary to use digital renminbi to achieve higher-dimensional governance,and to explore a public-private partnership digital currency under the digital renminbi framework to enhance China’s overseas competitiveness.
