Strengthening supervision of river chief system implementation with informatization

在分析广州市设立河长到全面推行河长制以来存在的问题基础上,针对由于水环境治理历史遗留问题多、制度机制不健全,河长履职存在积极性不高、能力弱、效率低等问题,着力打造最先进、最精准、最系统的监管体系,摸索出一套“实招、硬招、狠招”,让河长制“长牙带电”。从“河长制”到“河长领治”,从“要我管”到“我要管”,推动广州市河长制工作上水平、走前列,奋力打造“河畅、水清、岸绿、景美”的水生态环境,力保河湖长制久清。

Based on analysis of existing problems from the establishment of river chief system to its full implementation in Guangzhou City,such as water environment degradation caused by historical reasons,imperfect system and mechanism,low enthusiasm,lacking capacity and efficiency in the performance of duties,a most advanced,precise and systematic monitoring and supervision system need to be built,with the exploration of a set of“practical,high quality and hard”measures.To transform“river chief system”to“river chief leading governance”or from“asking me to do it”to“I want to it”can not only advance our management work to a higher level but also ensure long-term governance of rivers and lakes and benefit water ecology and the environment with“free river,clear waters,green shoreline and beautiful sceneries”.
