In the process of promoting river chief system,Guangzhou municipal government has tried to set up a standardized river chief management system with the"12345"river chief managing system(“12345 hotline plus river chief co-governance monitoring platform”).The practice helps to create a“quantifiable,traceable and retrospective”model for river chief performance evaluation and assessment,which has achieved remarkable results in practice,by transforming the system from“concept”into“practice”.
