广州以河长漫画提升基层河长履职能力

Guangzhou to enhance performance of local river chiefs with cartoon image

面对推进河长制工作中遭遇初期难起步、监管难执行、理念难落地等问题,广州市河长制办公室借助漫画对河长制相关政策文件进行可读性强、解读程度深的视觉化包装,并通过实体读本以及广州河长App等媒体融合形式,在助力河长制工作与基层河长履职形成有机结合,帮助基层河长巡河达标、巡河有内容、巡河有成效,实现河长办全过程管理与服务河长履职,同时延伸河长制宣传工作受众面,形成“开门治水,人人参与”的全新治水格局。

Facing the difficulties and challenges of implementing river chief system in the initial stage,supervision and management,the river chief office of Guangzhou City visually packaged relevant policy documents with a cartoon,in order to improve readability and interpretation.Through the integration of picture books and the App of river chief,it helps the major to perform the duty,undertake river patrol according to relevant standards,realize whole process governance and service,extend the coverage of public education,and form a new water pattern of“open and all participation oriented water governance”.
