中国贫困治理:价值诉求——基于多视角分析

Poverty Governance in China:Value Proposition——Based on Multi-perspective Analysis

中国政府不懈地坚持着社会主义的本质要求,始终致力于缩小收入分配的两极差异,着力于消除贫困,努力实现共同富裕。中国在反贫困治理方面取得巨大成就,而之所以能取得如此成就,从根本上可以说,离不开共享发展、城乡统筹、全面小康的价值诉求。本文基于自1978年改革开放以来中国扶贫实践,从共享发展的治理提升、城乡差距的统筹发展、全面小康的治贫决心等贫困治理之价值诉求视角出发,对中国贫困治理经验进行了分析和探讨。

By adhering to the essential requirements of socialism,Chinese government has always been aimed to closing the gap of income distribution,to eliminate poverty,and to achieve common prosperity.Till 2020,China has made a great a-chievements in the battle of poverty alleviation.It can say that value propositions of China's poverty governance,such as shared development,integrated development between urban and rural,construction of the Xiaokang society,are the key.Based on the practice of poverty alleviation in China since the reform and opening up in 1978,this paper makes a deep a-nalysis and discussion of the value proposition of China poverty governance from the multi-perspective view,which including the improvement of governance by the shared development,the eliminating the urban-rural gap by the coordinated develop-ment,and the determination of poverty alleviation by the building a Xiaokang society in all respects.
