摘要
近年来随着互联网技术带来的新经济、新业态的蓬勃发展,劳动力市场也呈现结构性的发展变化,灵活就业形式更加多元化。本研究基于灵活就业相关理论基础以及我国支持灵活就业发展的政策经验梳理,对灵活就业概念、演变过程及特征进行深入分析,同时结合S市灵活就业调查数据结果,发现灵活就业人员工作时间长、收入差距大、劳动权益缺失等实际问题,并从法律、就业服务、政策以及社保等角度提出当前形势下我国灵活就业发展新变化以及应对新问题的对策与建议。
In recent years,with the vigorous development of new economy and new forms of industries brought about by Internet technology,the labor market also experienced structural changes with flexible employment forms more diversified.Based on some relevant theories and by reviewing policies on supporting flexible employment,this study has an indepth analysis on the evolution and characteristics of flexible employment.According to the results of a survey on flexible employment in S city,it finds some problems concerning flexible employment such as long working time,a large income gap,lack of labor rights and interests.The study puts forward recommendations on addressing new changes and problems in the development of flexible employment in China under the current situation from the perspectives of law,employment services,policies and social security.
