长三角区域物流高质量发展的测度与评价--兼论疫后时期的物流新体系建设

Measurement and Evaluation of High Quality Development of Logistics in Yangtze River Delta--With a Discussion on the Construction of a New Logistics System in the Post-epidemic Era

新冠肺炎疫情过后,实现物流高质量发展对于推动企业复工复产、提高区域经济竞争力具有重要意义。本文通过构建物流高质量发展的评价指标体系,基于熵值法和聚类分析法,对2018年长三角27个城市的物流高质量发展水平进行测度。结果表明:长三角区域内各城市的物流高质量发展水平存在着较大差异,上海位列第一,但有18个城市的物流高质量发展水平低于均值;分维度来看,长三角区域经济发展基础指数、物流运载能力指数、物流产业绩效指数和技术创新能力指数的均值较高,而绿色发展成效有待加强;27个城市可以被归为4个梯队,各梯度的物流发展呈现不同的特征。最后,本文从基础设施建设、信息共享平台、智慧物流、绿色物流和物流发展环境5个方面,就构建疫后时期的物流新体系提出对策建议。

After the epidemic of COVID-19,it is of great significance to realize the high quality development of logistics for promoting the resumption of work and production of enterprises and improving the competitiveness of regional economy.In this pa⁃per,an evaluation index system for the high-quality development of logistics is established.Based on entropy method and cluster a⁃nalysis,the high quality development level of logistics in 27 cities in the Yangtze River Delta in 2018 is measured.The results show that there are great differences in the development level of high quality logistics among cities in the Yangtze River Delta,18 cities have a lower development level than the average level.From the perspective of different dimensions,the indexes of basic economic development,logistics carrying capacity,logistics industry performance and technology innovation capacity in the Yangtze River Delta region have higher average values,while the green development needs to be strengthened.The 27 cities can be classified into four echelons,and the logistics development of each gradient presents different characteristics.Finally,from the five aspects of in⁃frastructure construction,information sharing platform,smart logistics,green logistics and logistics development environment,we put forward some countermeasures and suggestions for the construction of a new logistics system in the post-epidemic period.
