试论高校基层党建工作和业务工作的深度融合

Analysis on the Deep Integration of Grass-roots Party’s Building and Business Work in Colleges and Universities

高校基层党建工作应围绕中心、服务业务工作,两者相辅相成,深度融合。然而,在高校基层党组织中,党建与业务相分离、重业务轻党建的现象依然不同程度地存在。出现这种“两张皮”问题是多种因素互相影响的结果,既有一定的历史原因,又有主观上的认识原因,还有现实中具体做法上的原因。两者的辩证关系应该是相辅相成、相互促进、你中有我、我中有你的“鱼水关系”。要推进两者的深度融合,需要从思想认识、理论研究、组织保障、机制建设、实践载体、工作方式、监督考核、交流平台、主要领导真抓等九个方面探索深度融合的路径。

The work of Party building at the grass-roots level in Colleges and universities should focus on the center and service work,and the two should complement each other and be deeply integrated.However,in the grass-roots party organizations in Colleges and universities,the phenomenon of separating party building from business and attaching importance to business rather than party building still exists in varying degrees.The emergence of this“two pieces of skin”problem is the result of the interaction of various factors,which has certain historical reasons,subjective cognitive reasons and practical reasons.The dialectical relationship between them should be a relationship of“fish and water”that complements each other,and promotes each other.In order to promote the deep integration of the two,we need to explore the path of deep integration from nine aspects:ideological understanding,theoretical research,organizational guarantee,mechanism construction,practice carrier,working mode,supervision and assessment,communication platform,and main leaders’real grasp.
