高校图书馆战略规划是图书馆改革与发展的纲领,是图书馆前行方向的指南和确保图书馆可持续发展的基础。在明确高校图书馆战略规划含义以及编制战略规划意义的基础上,分析目前国内高校图书馆在战略规划编制和实施中存在的诸多问题,并对其中的规划编制、规划文本、规划实施和调整等几个重要问题进行梳理,展开重点讨论,以期为各高校图书馆编制"十四五"战略规划提供有益的参考。

The strategic planning of university library is the key program of the reform and development of the library,and it s also the guide of the direction of the library and the basis of ensuring the sustainable development of the library.On the basis of clarifying the meaning of the strategic planning of university library and the significance of compiling the strategic plan,this paper analyzes the problems existing in the compilation and implementation of the strategic planning in domestic university libraries.At the same time,this paper sorts out several important issues such as planning design,planning text,planning implementation and adjustment as the focused of the discussion,so as to provide useful reference for university libraries 14th Five-Year Plan.
