医患双方对“药品零加成”政策改革的认知——以上海某三甲医院为例

Awareness of policy reform on “drug zero price addition” between doctor and patient——Take a top three hospital in Shanghai as an example

[目的]了解医患双方对药品零加成实施的认知,为完善相关政策提供依据。[方法]采用自行设计调查问卷对医务人员进行调查;采用t检验,对医患双方政策认知进行统计分析。[结果]医务人员:政策支持度、政策合理度、是否缓解医患矛盾、劳动价值、职业影响、管理效率6个维度量化得分均值分别为3.2、2.1、3.5、3.0、3.2、3.2;患者:政策支持度、政策合理度、是否缓解医患矛盾3个维度量化得分均值分别为:3.5、3.4、3.1。[结论]医患双方对于"药品零加成"认知程度相对较高,但医务人员对政策的合理度及劳动价值体现认可度较低。医改相关政策应注重提升医务人员劳动价值、完善跨区域医保结算、增加财政支持等方面。

Objective To know the cognition of drug zero price addition between doctors and patients so as to provide basis for perfecting relevant policy. Methods It investigated medical workers by self-designed questionnaire, and conducted statistical analysis on policy cognition between doctors and patients by T test. Results From the perspective of medical workers: quantization score mean value of 6 dimensionalities such as policy support degree, reasonable degree of policy, whether remit conflicts between doctors and patients, value of labor power, occupation influence and management efficiency was 3.2, 2.1, 3.5, 3.3 and 3.2 respectively. From the perspective of patients: quantization score mean value of 3 dimensionalities such as policy support degree, reasonable degree of policy, whether remit conflicts between doctors and patients was 3.4, 3.4 and 3.1 respectively. Conclusions Both doctors and patients have relatively high level of cognition about " drug zero price addition ", but medical workers have low recognition degree of reasonable degree of policy and embodiment value of labor power. The relevant policies of medical reform should focus on improving labor power value of medical workers, improving cross-regional medical insurance settlement, and increasing financial policy support.
