促进乡村治理的规划实践——厦门市青礁村芦塘社规划

Planning Practice of Promoting Rural Governance——Rural planning of Lutang Community in Qingjiao Village of Xiamen City

乡村规划和乡村治理相辅相成,传统乡村规划中忽视乡村治理的作用,由此带来规划实施的种种困境。文章通过对乡村治理理解,分析我国闽南沿海城市近郊区乡村的宗族文化和乡村治理基础,思考这一类型的乡村如何以美丽乡村规划设计为契机,总结新时代背景下构建乡村治理体系的路径。进而以厦门市海沧区青礁村芦塘社美丽乡村规划设计为实践,提出“以实现乡村振兴为目标,以乡村文化复兴为切入点,以人居环境治理为抓手,遵循‘共同缔造’方法持续推动村民全过程参与村庄事务,逐步构建符合自治、德治、法治要求的乡村治理体系”的路径。

Rural planning and rural governance are complemented each other,while the ignorance of rural governance in traditional rural planning had brought many difficulties for the planning implementation.The paper summarized the theories of rural governance,analyzed clan culture and rural governance condition in rural areas of coastal cities in southern Fujian Province,and proposed how to construct a rural governance system by beautiful rural planning.Base on the beautiful rural planning practice of Qingjiao village in Haicang district of Xiamen city,the paper also summarized the route of construct a rural governance system by rural culture revival and living environment promotion,then promoting the villagers'participation in village affairs and gradually realizing a rural governance system in line with the requirements of autonomy,rule of virtue and rule of law.
