The New Path of China's Mineral Exploration Economy Development During the“14th Five-Year Plan”Period

当前,我国矿产勘查经济发展中仍然存在以下问题:整体投资水平持续降低,与矿业市场结合度不够;财政资金过度参与矿产勘查市场,形成压价竞争;矿产勘查重视技术评价手段,忽视经济效用。“十四五”时期,为适应我国社会主义现代化建设需求,矿产勘查经济发展需要开辟新路径:一是推动矿产勘查技术与经济评价有效结合,提升矿产勘查经济发展内生动力;二是财政资金有序退出矿产勘查领域,营造公平、公正市场环境,推进有效市场和有为政府更好结合;三是以矿产勘查推动矿业发展,以矿业发展促进环境治理;四是积极融入国际矿业市场,借鉴国际矿产勘查规则,开拓合作共赢新局面;五是消除矿产勘查制度壁垒,优化政府服务。

There follow the problems currently still exist in the economic development of mineral exploration in China:the overall investment level continuously decreases,and the coordination with the mining market is insufficient;monetary funds excessively participate in the mineral exploration market,resulting in price competition;and mineral exploration attaches importance to technical evaluation means,ignoring economic effectiveness.During the"14th Five-Year Plan"period,to meet the requirements of China's socialist modernization construction,we should open up the new path for the development of mineral exploration economy:First,promoting the effective coordination of mineral exploration technology and economic evaluation to enhance mineral exploration economic development’endogenous power;Second,withdrawing financial funds from mineral exploration in an orderly manner to create a fair and justice market environment and improve the better coordination of efficient market and effective government;Third,promoting the development of the mining industry by mineral exploration,and improving environmental governance by mining development;Fourth,actively integrating into the international mining market,taking reference from international mineral exploration rules,and opening up a new win-win cooperation situation;Fifth,eliminating institutional barriers to mineral exploration and optimizing government services.
