完善省级党委领导重大工作机制研究

A Research on Improving the Leadership Mechanism of Provincial-Level Party Committees for Major Tasks

省级党委是党的组织体系的有机组成部分,是党的领导制度体系和工作机制的关键执行者,对实现党的全面领导、完成党的历史使命具有重要作用。针对不同类型的重大工作,省级党委形成了多重领导机制,主要分为省级党委自身领导重大工作机制,省级党委通过部门党组(党委)、决策议事协调机构、派出机关等领导重大工作机制,以及具有地域和行业特点的领导重大工作机制。新时代完善省级党委领导重大工作机制,需要分析省级党委在机构设置和职能配置中的问题,优化省级党委领导重大工作的组织机构和制度安排,坚持和完善党的领导。

As an integral part of the CPC s organizational system,provincial-level party committees play a key role in implementing the Party s leadship institutional system and work mechanism and remain critical to achieving the Party s overall leadership and accomplishing its historic mission.For major tasks of different kinds,the provincial-level party committee adopts different leadership mechanisms,including the committee itself exerting leadership over major tasks,leadership through department party groups(committees),bodies for decision-making,deliberation and coordination and field agencies,and leadership through other systems and institutions with regional and industrial characteristics.To improve the leadership mechanism of provincial-level party committees for major tasks in the new era,we need to analyze the problems of the committees in institutional structuring and functions,optimize the organizational framework and institutional arrangement of the committees leadership over major tasks,and uphold and improve the CPC s leadership in practice.
