专业技术岗位聘任量化评价体系的构建与实践 被引量:1

摘要 从解决既往专业技术岗位聘任存在的技术性难题入手,探讨如何建立岗位聘任量化评价指标体系。文章以中国疾病预防控制中心传染病预防控制所专业技术岗位聘任为例,依据中国疾病预防控制中心专业技术岗位聘任条件,并结合单位实际情况,对照专业技术岗位设置、职责进行调查分析,以注重实绩为导向,对拟实现岗位聘任量化的评价要素、评价指标、评价方法等进行研究。设计定性和定量两大类评价指标,在明确定性指标权重的基础上,同时给出定量指标的计算规则,最终建立疾病预防控制系统专业技术岗位聘任量化评价指标体系。该体系经过实践检验,具备可操作性,能够较好地实现疾病预防控制专业技术岗位聘任工作的科学评价,对树立正确的人才科学评价导向、破除论文“SCI至上”、营造风清气正的科研环境、推动疾病预防控制系统人才评价改革具有一定的参考价值。 Aiming to solve the technical problems existing in the past professional and technical position appointment,it was discussed about how to establish a quantitative evaluation index system for position appointment.This paper took the professional and technical position appointment in the National Institute for Communicable Disease Control and Prevention of Chinese Center for Disease Control and Prevention(CDC)as an example,based on the employment conditions of professional and technical position of Chinese CDC,and in combination with the actual situation of the unit,the investigation and analysis were carried out according to the professional and technical position setting and responsibilities,focused on performance oriented,this paper studied the evaluation elements,evaluation indexes and evaluation methods to realize the quantification of position appointment.Both qualitative and quantitative evaluation indicators were designed,on the basis of defining the weight of qualitative indicators,the calculation rules of quantitative indicators were given.Finally,the quantitative evaluation index system for the professional and technical position appointment in disease prevention and control system was established.This system had been proved to be operable by practice,and could realize the scientific evaluation of professional and technical position appointment better in CDC.It had certain reference value for establishing correct scientific evaluation guidance of talents,breaking the"SCI supremacy",creating a clean scientific research environment,and promoting the reform of talent evaluation in CDC system.
