黑龙江省2017年执业(助理)医师注册情况分析

Analysis on registration of practicing(assistant)doctors in Heilongjiang Province in 2017

目的分析黑龙江省注册执业(助理)医师基本情况,为制定卫生人力资源发展规划和资源配置等相关政策提供参考依据。方法对黑龙江省2017年执业(助理)医师注册情况进行数据采集,采用Excel软件进行统计分析,计算执业(助理)医师按各地市人口和地理分布的基尼系数,分析公平性。结果 2017年黑龙江省每千人口注册执业(助理)医师2.75人;三级医院注册执业(助理)医师数占27.87%;多机构执业备案以临床类别执业(助理)医师为主,占66.57%;多机构执业备案中,具备高级职称的执业(助理)医师占22.72%;全省执业医师报考者学历以大中专和本科学历为主。按人口数和地理面积分布的基尼系数分别为0.099和0.350。结论黑龙江省现有执业(助理)医师人才队伍与卫生事业发展的要求有较大差距,职称分布不科学,专科医师制度有待完善,精神卫生专业、康复医学专业医师配置不足。

Objective To analyze the basic situation of registered practicing(assistant)doctors in Heilongjiang Province,so as to provide reference for formulating health human resource development planning,resource allocation and other related policies.Methods The data of registration of practicing(assistant)doctors in Heilongjiang Province in 2017 were collected and statistically analyzed by Excel software.The Gini coefficient of practicing(assistant)doctors according to the population and geographical distribution of each city was calculated and analyzed the fairness.Results In 2017,there were 2.75 registered practicing(assistant)doctors per thousand population in Heilongjiang Province;the number of registered practicing(assistant)doctors in tertiary hospitals accounted for 27.87%;clinical practitioners were the main practitioners registered in multi-agencies,accounting for 66.57%;and among the registered doctors,with 22.72%had senior professional titles;the candidates for medical licensing examination mainly have education background of university,technical secondary school and undergraduate.The Gini coefficient of the distribution of population and geographical area was 0.099 and 0.35,respectively.Conclusion There is still a big gap between the current situation of licensed(assistant)doctors and the requirements of the development of health services,the distribution of professional titles is not scientific,the specialist system still needs to be improved,and the allocation of mental health professionals and rehabilitation medicine professionals is still insufficient.
