基于泰尔指数的我国疾病预防控制中心人力资源配置及公平性评价

Human resource allocation and equity evaluation of centers for disease control and prevention in China based on Theil index

目的评价近5年来我国疾控中心人力资源配置公平性,为进一步调整优化疾控人力资源合理配置提供相应依据。方法利用公开数据对我国疾控中心的人员总数、卫生技术人员数和执业(助理)医师数三项指标进行分析,采用泰尔指数分析人力资源配置公平性。结果我国疾控中心人员总数、卫生技术人员和执业(助理)医师总量均在减少,东部和中部地区最为严重;基于人口的配置公平性要好于基于面积的配置公平性;基于人口的全国疾控中心人力资源配置的卫生技术人员配置公平性有变差趋势;基于地域面积的全国疾控中心三类人员的配置公平性整体向好。结论严格按照配置标准配足配齐疾控中心人员编制,人员配置要充分考虑地理面积因素;加快西部地区公卫医师培养,在全国实施公卫医师规范化培训;构建体现疾控中心技术价值的薪酬和激励制度。

Objective To evaluate the equity of human resource allocation in CDCs in recent five years,and provide the basis for further adjustment and optimization of human resource allocation in CDCs.Methods The total number of CDC staff,the number of health technical staff and the number of practice(assistant)personnel were analyzed by using public data,and the equity of human resource allocation was analyzed by using Theil index.Results The total number of CDC personnel,health technical personnel and practice(assistant)personnel were all decreasing,especially in the East and the middle of China.The distribution equity based on population was better than that based on area.The distribution of health technical personnel in CDC based on population tended to be less equitable,meanwhile,the distribution of the three types of personnel allocation based on the area was getting better.Conclusion It is suggested to allocate CDC per⁃sonnel strictly in accordance with human resource allocation standards.The factor of geographical area should be fully considered in personnel allocation.Training of public health doctors in the western region should be strengthened,and training of public health doctors be standardized throughout China be carried out.Salary and incentive system reflecting the technical value of CDC should be established.
