新型冠状病毒疫情下我国医疗应急物资储备现状分析及对策

Analysis on the current situation and countermeasures for medical emergency supplies reserve in the epidemic of COVID-19

目的自新型冠状病毒肺炎(COVID-19)疫情暴发以来,出现了应急医疗物资供不应求的现象。通过对我国医疗储备体制机制的研究,为完善医疗应急物资储备体系提供对策与建议。方法以新冠疫情为例,分析我国应急医疗物资储备体系暴露出来的突出问题,从全球角度比较各国应对疫情储备情况的优劣,相互借鉴,取长补短,提出对策。结论建立物资储备制度,形成全覆盖的储备体系;健全应急物资指挥和管理系统,完善相关法律保障;强化监测预警系统,科学计划,合理配置;组建快速机动的物流体系,鼓励社会参与缓解应急压力,资源互助,加强国际合作,为应急响应做好事前战略筹备和事中高效调配提供科学、合理的对策与建议。

Objective Since the epidemic of COVID-19 outbreak,there is severe contradiction of demand of medical supplies exceeding supply.Through the research of China’s medical reserve system and mechanism,to propose coun⁃termeasures and suggestions to perfect medical emergency material reserves system.Methods Through analyzing the problems of China’s emergency medical material reserve system in the epidemic of COVID-19,based on the national situation and experience,drawing on the advantages and disadvantages of medical emergency materials reserve mecha⁃nism,the paper offers several countermeasures.Conclusion It is suggested to establish material reserves system,form all standing reserve system;perfect emergency supplies command and management system,perfect related legal protec⁃tion;strengthen monitoring to remiss warning system,plan scientifically,allocate rationally;organize rapid and flexible logistics system,encourage social participation to remiss emergency pressure and resource mutual assistance,strength⁃en international cooperation,in order to provide countermeasures and suggestions for doing well in previous strategy and interim high-efficiency deploy.
