做实医疗保险市级统筹并向省级统筹推进,是医疗保障制度改革的发展趋势。本文对前期江西省开展医疗保险风险调剂金模式的市级统筹运行情况和存在问题进行分析,提出了统收统支、一体化经办的市级统筹优选模式和工作机制,并分析了影响因素,以期为做实市级统筹并推进省级统筹提供借鉴。

It is the development trend of the medical insurance system reform to realize the municipal overall planning and promote it to the provincial level.This paper analyzes the situation and existing problems of the municipal overall planning of the medical insurance risk adjustment fund mode in Jiangxi Province in the early stage.It also puts forward the optimization mode and working mechanism of municipal overall planning of medical insurance,and analyzes the infl uencing factors,so as to provide reference for the realizing of municipal overall planning of medical insurance and promoting it to the provincial level.
