高校政府采购风险防范研究——基于信息不对称的视角

Research on Risk Prevention of Government Procurement in Colleges and Universities——perspective based on information asymmetry

高校政府采购涉及采购人、采购代理机构、评审专家和供应商多个采购主体。这些采购主体间的多层委托代理关系导致高校政府采购存在大量的不对称信息。信息不对称使高校政府采购面临双重风险,即道德风险和逆向选择。在需求制定、信息发布、供应商报名、专家抽取、评标定标和履约验收等环节产生道德风险,容易滋生腐败,出现高价采购甚至天价采购的情况。在评标阶段出现逆向选择,会影响高校利益,扰乱政府采购秩序。为防范风险,需要从构建政府采购内部控制机制、建立政府采购相关主体激励与惩戒制度、加强政府采购信息化建设以及提高政府采购队伍专业化水平4个维度来构建高校政府采购风险防范机制。

Government procurement in Colleges and universities involves purchasers,procurement agencies,evaluation experts and suppliers.The multi-layer principal-agent relationship among these procurement subjects leads to a large amount of asymmetric information in university government procurement.Information asymmetry makes university government procurement face double risks,namely moral hazard and adverse selection.Moral hazard occurs in the process of demand formulation,information release,supplier registration,expert extraction,bid evaluation and acceptance,which is easy to breed corruption and lead to high or even sky high procurement.In the bid evaluation stage,adverse selection will affect the interests of colleges and universities and disrupt the order of government procurement.In order to prevent risks,it is necessary to construct the risk prevention mechanism of university government procurement from the following four dimensions:constructing the internal control mechanism of government procurement,establishing the incentive and punishment system of relevant subjects of government procurement,strengthening the informatization construction of government procurement and improving the professional level of government procurement team.
