我国体育治理体系与治理能力现代化建设的智库行动逻辑

Think Tank Action Logic of Modernization Construction of Sports Covernance System and Governance Capacity in China

新时代以人民发展为中心是我国体育治理之本,坚持群策群力治理是体育治理之策,完善体育法治建设是体育治理之需,参与全球体育治理是体育治理之期。本文运用文献资料、逻辑分析、系统分析等方法,对新时代我国体育治理体系与治理能力现代化建设的智库行动逻辑进行研究,分析了智库参与的必要性,以及智库对新时代我国体育治理体系与治理能力现代化建设的意义。并且提出了需优化体育智库研究体系,提升体育智库成果供给质量;强化体育智库咨政对接,有效参与我国体育决策环节;完善体育“智-媒”融合,充分发挥智库社会服务职能;拓展体育智库外交职能,提高我国体育的国际话语权。

In the new era,taking people's development as the center is the foundation of China's sports governance.It is the policy of sports governance to persist in collective management.It is necessary for sports governance to improve the construction of sports legal system.Participation in global sports governance is the period of sports governance.Using the methods of literature review,logical analysis and system analysis,this paper studies the action logic of think tanks in the modernization of China's sports governance system and governance ability in the new era,analyzes the necessity of think tanks'participation,and the significance of think tanks in the modernization of China's sports governance system and governance ability.It also puts forward the need to optimize the sports think tank research system,improve the quality of sports think tank achievements supply;strengthen the docking of sports think tank consultation and politics,effectively participate in China's sports decision-making process;improve the sports"intelligence media"integration,give full play to the social service function of sports think tank,expand the diplomatic function of sports think tank,and improve the international discourse power of China's sports.
