西安城市生活垃圾分类管理困境及对策研究

Study on the Dilemma and Countermeasures of Municipal Solid Waste Classification Management in Xi’an

作为46个试点城市之一,西安市积极响应住建部的号召,自2019年9月起,开始强制实施垃圾分类,真正意义地从垃圾分类倡议阶段走向了法制化阶段。然而,在管理探索过程中,由于相关法规政策不完善、涉及部门主体多、协同发力难、财政投入不足、监督体系不完善等原因,西安市城市生活垃圾分类管理工作并未很好地开展起来。对当地政府面临的困境进行剖析,并提出相应的对策建议,以期垃圾分类管理工作能够得到更好的推进。

As one of the 46 pilot cities,Xi'an actively responded to the call of the Ministry of Housing and Urban-Rural Development.Since September 2019,it has begun to enforce garbage classification,which has truly moved from the stage of garbage classification to the legalization process.However,in the process of management exploration,due to imperfect laws and policies,multiple departments involved,difficulty in coordination,insufficient financial investment,and imperfect supervision system,the classification and management of urban domestic waste in Xi'an has not been carried out well.Analyze the difficulties faced by the local government,and put forward corresponding countermeasures and suggestions,with a view to better promotion of waste classification management.
