双循环新发展格局视角下推进区域协调发展——论东北老工业基地振兴

Promote Coordinated Regional Development from the Perspective of the New Pattern of Double-cycle Development——On the Revitalization of the Old Industrial Base in Northeast China

从"东北现象"到"新东北现象",东北老工业基地"振而不兴"问题,已经严重影响到我国的区域协调发展。需要跳出就东北论东北的方法,在我国实施国际大循环经济发展战略的背景下,探究东北老工业基地的衰退机制。可以认为,正是东部沿海地区深度嵌入全球经济循环链条,弱化了它与国内经济循环的联系,对东北工业形成了替代,造成国内经济循环与东北工业脱钩,进一步导致衰退的恶性循环。形成双循环新发展格局为振兴东北老工业基地提供了新思路。以对内开放为抓手,形成竞争有序的东北区域大市场,充分利用装备制造优势,整合东北工业价值链,培育技术创新生态,重构技术与市场的互促机制,深度融入国内经济循环和全球经济循环。这是从双循环视角下振兴东北老工业基地的基本逻辑。

From"Northeast Phenomenon"to"New Northeast Phenomenon",the problem of"revitalization with less prosperity"in northeast China’s old industrial base has seriously affected the regional coordinated development in China.This article breaks away from the so-called northeast predicament,so as to explore the recession mechanism of northeast old industrial base against the background that China has implemented"International Big Cycle"strategy to develop economy.This article argues that it is precisely the eastern coastal regions deeply embedded in the global economic cycle chain that have weakened their connection with the domestic economic cycle,which forms a substitute for the northeast industry,and causes the decoupling of the domestic economic cycle from the northeast industry,and further leads to the vicious cycle of recession.Forming a new development pattern of double-cycle development provides a new idea for the revitalization of the old industrial base in northeast China.With domestic opening up as the breakthrough point,northeast China can form a large regional market with orderly competition,make full use of the advantages of equipment manufacturing,integrate the northeast industrial value chain,cultivate the ecology of technological innovation,reconstruct the mutual promotion mechanism between technology and market,and continuously integrate into the domestic economic cycle and global economic cycle.This is the basic logic of revitalizing the old industrial base in northeast China from the perspective of double circulation.
