习近平总书记立足马克思主义人类社会发展规律,深刻分析了目前人类社会面临的道德困境,高度重视道德思想建设,指出“人无德不立,国无德不兴”,阐明了新时代道德的功能定位;论述了要做到明大德、守公德、严私德,明确了新时代中国特色社会主义道德建设的核心内容;提出厚植社会主义核心价值观,以社会主义核心价值观引领道德国家建设,把依法治国与以德治国相结合,以法律保障社会公德建设;为政以德,以党员干部的政德垂范公民道德建设,指明了新时代道德建设的实践路径。

Based on the law of human society development of Marxism,Xi Jinping has made a profound analysis of the moral dilemma faced by human society and attached great importance to the ideological and moral construction.He clarifies the functional orientation of morality in the new era by pointing out that people cannot stand in the world without morality and the country cannot prosper without morality.He clarifies the content of the moral construction of socialism with Chinese characteristics in the new era by being patriotic for the people,thinking of serving the people with one heart and exercising the right to act prudently and consciously.He demands to reinforce the core socialist values which will guide the building of a moral country,combine the Rule by Law and Rule by Ethic,and guarantee the moral ethics by the law provisions.He also demands to govern by morality,to construct the citizens’private morality by party members and cadres’exemplary roles,and points out the practical path of moral construction in the new era.
