东盟十国征信市场发展概况、特征及启示

The Development Situation,Characteristics and Enlightenment of Credit Market in Ten ASEAN Countries

随着中国与第一大贸易伙伴东盟之间的双边贸易与投资往来日益频繁,跨境征信合作成为中国与东盟企业、金融机构信息互通及共享的迫切需求,但国内对东盟的征信业鲜有研究,跨境征信合作缺乏“支点”。通过梳理新加坡、马来西亚、印度尼西亚等东盟十国的征信市场发展情况,总结近年来东盟征信行业动态特征,分析中国与东盟国家间现行的征信信息跨境流动方式,并结合双边征信法规制度与广西探索实践,提出鼓励国内机构把东南亚作为走出地,利用国际知名征信机构东盟资源开展合作,运用大数据技术促进征信信息流动,推进信用评级结果互认等针对性政策建议。

With the increasingly frequent bilateral trade and investment exchanges between China and ASEAN,China’s largest trading partner,cross-border credit cooperation has become an urgent demand for information exchange and sharing between enterprises and financial institutions of China and ASEAN.However,there is little domestic research on ASEAN’s credit industry,and cross-border credit cooperation lacks a"fulcrum".By combing the development of credit market in ten ASEAN countries,such as Singapore,Malaysia and Indonesia,summarizing the dynamic characteristics of ASEAN credit industry in recent years,analyzing the current cross-border flow mode of credit information between China and ASEAN countries,and combining the bilateral credit laws and regulations and Guangxi’s exploration practice,this paper puts forward some targeted policy suggestions of encouraging domestic institutions to take Southeast Asia as a place to go out,establishing cooperation with ASEAN resources of internationally renowned credit agencies,using big data technology to promote credit information flow and promoting mutual recognition of credit rating results.
