南京推进科研诚信建设路径初探

Study on the path of promoting scientific research integrity construction in Nanjing

科研诚信建设是国家创新驱动发展战略的重要部分,是把科技自立自强作为国家发展战略支撑的必要保障。文章对比了国外科研诚信发展历程,指出我国国家层面科研诚信建设经历了探索、建设和完善3个阶段,制度建设、工作机制已趋完备,建议南京从完善制度规范、创新工作机制、推进新型监管、改革评价评估体系、推进信息化建设、加强科研诚信教育、严肃查处失信案件等7个方面推进科研诚信建设。

The construction of scientific research integrity is an important part of the national innovation-driven development strategy, and it is the necessary guarantee for independence of science and technology as the support of the national development strategy. The article compares the development course of foreign scientific research integrity,points out that the national level scientific research integrity construction in our country has gone through three stages of exploration, construction and perfection, the system construction and work mechanism has become complete, and suggests that Nanjing should promote the construction of scientific research integrity from seven aspects such as perfecting the system standard, innovating the work mechanism, promoting the new-type supervision, reforming the evaluation system, promoting the informationization construction, strengthening the scientific research integrity education, seriously investigating and dealing with the case of discredit, etc.
