韧性城市规划与公共安全风险的精准治理--以雄安新区为例

Resilient Urban Planning and Accurate Governance of Public Security Risks:A Case Study of Xiong’an New Area

城市公共安全风险治理是一个多主体、多要素耦合的社会过程。如何将城市公共安全风险治理有机地嵌入城市的建设和发展进程中,将是一个核心议题。城市的规划、建设和管理必须以强化城市的韧性和协同性为目标,进而为风险的有效治理创造条件。文章以国际风险治理委员会的IRGC风险分析框架为基础,以雄安新区的城市治理创新为例,系统探讨和分析城市规划、建设和发展与城市公共安全风险治理之间的内在逻辑,为城市韧性提供参考。

Urban public security risk governance is a multi-subject,multi-element coupled social process.How to organically embed risk governance of urban public security into the process of urban construction and development will be a core issue.Urban planning construction and management must aim at strengthening the resilience and synergy of cities,so as to create conditions for effective governance of risks.Based on the IRGC risk analysis framework proposed by the International Risk Governance Committee,this article looks at the innovation of the urban governance in Xiong’an New Area,and systematically discusses and analyses the internal logic between urban planning,construction and development.
