Situations and Quality Improvement Countermeasures of Acceptance Review of Science and Technology Projects in Guangzhou

科技项目在立项评审前须经过受理审查,受理审查是申报的科技项目能否进入专家评审阶段的关键环节。首先介绍国家自然科学基金及广州市对科技项目受理审查的定义。其次从申报单位、项目组成员及申报项目3个方面概括广州市科技项目的受理审查内容,并结合2017-2018年广州市科技计划项目受理审查情况,分析受理审查不通过的原因。最后,针对广州市科技项目受理审查中出现的问题进行剖析,提出广泛征集申报意见、加强申报阶段培训和推行承诺申报机制的建议。

The scientific and technological projects must be accepted and examined before approved,and the acceptance review is the key link of whether the declared science and technology project can enter the stage of expert evaluation.First,this paper introduces the definition of science and technology project acceptance review by the National Natural Science Foundation of China and Guangzhou.Second,the paper summarizes the content of science and technology project acceptance review in Guangzhou from three aspects:application unit,project team member and application project,and analyses the reasons for the failure of acceptance revirew combined with the acceptance review of Guangzhou Science and Technology Plan project in 2017 and 2018.Finally,the paper analyzes the problems in the acceptance and examination of science and technology projects in Guangzhou,and puts forward suggestions like collecting the application opinions extensively,strengthening training in the declaration phase and implementing the commitment declaration mechanism.
