广州高新区生物医药产业发展对策

Countermeasures for Biomedical Industry Development in Guangzhou High-Tech Zone

生物医药产业是广州市重点发展的战略性新兴产业之一,广州高新技术产业开发区(以下简称“广州高新区”)是广州市发展生物医药产业的核心载体。对广州高新区生物医药产业的政策环境、空间布局、创新链、产业链等方面分析发现,生物医药产业在该区已具有一定规模,创新主体较为丰富,并在几个主要园区形成明显的集聚效应,有较为完整的产业链,特别是医药制造、体外诊断等领域。在此基础上,选取国内与广州高新区发展程度相近、生物医药产业规模接近的张江高科技园区、苏州工业园区,对其发展生物医药产业的经验做法进行总结,立足广州高新区生物医药产业的优势与不足,提出有针对性的对策建议,为广州高新区打造一流生物医药产业集群、抢占全球生物医药产业制高点提供理论支撑。

Biomedical industry is one of the strategic emerging industries with great importance in Guangzhou,and Guangzhou High-Tech Zone is Guangzhou’s core carrier for developing the biomedical industry.Through analyzing the biomedical industry of Guangzhou High-Tech Zone in terms of policy environment,spatial distribution,innovation chain and industrial chain,this paper finds that the biomedical industry in this district has been developing in scale with abundant innovative subjects,significant agglomeration effect is particularly obvious in several main areas,and with comparatively complete industrial chains,particularly in fields like pharmaceutical production and in-vitro diagnostics.On this basis,the paper chooses Zhangjiang High-Tech Zone and Suzhou Industrial Park,which are similar to Guangzhou High-Tech Zone in the regional development stages and the biomedical industries’scales in China,summarizes these two areas’experience in developing biomedical industry based on the advantages and disadvantages of Guangzhou High-Tech Zone’s biomedical industry,and provides some targeted countermeasures and suggestions to theoretically help Guangzhou High-Tech Zone to build a first-class biomedical industry cluster and seize the commanding heights of the global biomedical industry.
