成渝地区双城经济圈产业竞争力评价及协同发展研究

Research on Industrial Competitiveness Evaluation and Coordinated Development of Chengdu-Chongqing Twin Cities Economic Circle

促进产业协同发展对推动成渝地区双城经济圈建设至关重要。缓解产业同质化对产业协同发展的负面作用,则要求成渝地区双城经济圈内部进行"产业-空间"的有效协同对接。文章以产业竞争力为视角,在行政单元基础上考虑对主城区、城市带、城镇密集区等经济集聚单元进行综合评价,并根据产业竞争力层级提出成渝地区双城经济圈"产业-空间"协同匹配策略。评价结果显示:(1)经济圈整体产业竞争力呈现双主城区牵头,中枢发展轴凹陷的U型吊桥空间结构,且城际之间产业竞争力出现断层;(2)西部成德绵乐城市带产业竞争力明显优于东部沿江城市带,主要体现在产业总量和企业发展潜力上;(3)内部四大城镇密集区呈现南强北弱的态势。据此,文章将成渝地区双城经济圈划分为四大协同对接区域,提出在"点"上优化提升城市竞合关系,在"线"上培育并形成"双核"强力外围的两大城市带,在"面"上构筑多功能的城镇密集区,从而在内部形成更多增长极,促进产业竞合有序、协同发展。

Promoting industrial coordinated development is of great importance to promote the construction of Chengdu-Chongqing twin cities economic circle.To alleviate the negative effect of industrial homogenization on industrial coordinated development requires the effective synergy of"industriy-space"within the ChengduChongqing twin cities economic circle.The paper considers the main urban areas,urban belts,city-and-town concentrated areas and other economic agglomeration units,and conducts a comprehensive evaluation on the basis of administrative units,then puts forward the"industry-space"coordinated matching strategy of ChengduChongqing twin cities economic circle according to the level of industrial competitiveness.The results show that:(1)the overall industrial competitiveness of the economic circle presents an U-shaped suspension bridge space structure which is led by dual main urban areas and combined with a hollow central development axis,and the industrial competitiveness between cities is faulted;(2)the industrial competitiveness of western Chengdu-Deyang-Mianyang-Leshan city belt significantly exceeds eastern city belt along the Yangtze River in the east,which is mainly reflected in the total scale of industry and the development potential of enterprises;(3)the inner four city-andtown concentrated areas show a state of strength in the south and weakness in the north.the paper divides the Chengdu-Chongqing twin cities economic circle into four major coordinated areas,and puts forward to optimize and improve the competition and cooperation relationship between cities on the"point",cultivate and form two urban belts that can reinforce periphery with the"dual core"on the"line",and construct multifunctional city-and-town concentrated areas on the"plane",so as to promote the orderly and coordinated development of industry.
