都市圈轨道交通规划建设关键问题研究

Key Issues in Rail Transit Planning and Construction in Metropolitan Areas

建设现代化都市圈是推进新型城镇化的重要手段,轨道交通是实现都市圈可持续发展的重要支撑。为构建适合中国国情的都市圈轨道交通体系,基于都市圈轨道交通发展现状的系统分析,明确当前都市圈轨道交通发展存在的层级不完善、供给不合理、需求不匹配、体制不顺畅等主要问题;分析都市圈发展趋势及对轨道交通的要求,结合中外研究实践及国家层面政策要求,指出中国都市圈轨道交通要重点解决好服务类型、规划布局、客流标准、成本收益、体制创新等关键问题,并从功能分工、网络融合、枢纽衔接、运营一体等方面对都市圈的轨道交通规划布局进行深入探讨。

The construction of modern metropolitan areas is an important means to promote new urbanization, and rail transit significantly supports the sustainable development of metropolitan areas. To build a metropolitan rail transit system suitable for China’s national conditions, the main problems in the current development of metropolitan rail transit are clarified, such as imperfect hierarchy, unreasonable supply, unmatched demand, and unsmooth system. This study analyzes the development trend and requirements of urban rail transit, and based on research practices at home and abroad and the policy requirements at the national level, it points out that China’s urban rail transit should focus on solving key problems, such as service type, planning layout, passenger flow standard, costs and benefits, and innovation system. In this paper, the railway planning and layout are discussed by considering aspects of function division, network integration, hub integration, and operation integration.
