福利多元理论视角下安徽省长期护理保险制度的构建研究

Research on the Construction of Long-term Care Insurance System in Anhui Province from the Perspective of Welfare Pluralism

当前人口老龄化程度加深,老年人的失能风险加剧,老年群体的长期照护需求不断地增加。我国老年人口数量多,老龄化速度快,人口老龄化带来的挑战不容小觑。对于老年人尤其是高龄老人的失能照护问题变得非常迫切。为完善长期护理保险体系,本文分析了安徽省唯一入选的试点城市——安庆市长期护理保险试点现状,认为应加大政策扶持力度、扩大参保覆盖范围、完善相关的标准体系、促进护理人才队伍建设、建立多渠道的筹资机制。

The current population aging is deepening,the risk of disability of the elderly is increasing,and the long-term care needs of the elderly are increasing.The number of the elderly population in China is large,and the aging speed is fast.The challenges brought about by the aging of the population cannot be underestimated.For the elderly disability care problem has become very urgent.In order to improve the long-term care insurance system,this paper analyzes the current situation of the long-term care insurance pilot in Anqing,the only pilot city selected in Anhui Province,and believes that policy support should be strengthened,coverage of insurance should be expanded,relevant standard system should be improved,nursing talent team construction should be promoted,and multi-channel financing mechanism should be established.
