疫情期间水土保持监督管理新举措

New measures of water and soil conservation supervision and management during CO VID-19 epidemic period

新冠肺炎疫情发生期间,水利部迅速出台水土保持监督管理工作相关指导文件,各地水行政主管部门在该文件的指导下,针对各地水土保持工作特点,细化实施方案,助推企业复工复产。通过对疫情期间各地水土保持监督管理文件的梳理,特殊项目承诺制、重点项目补办制、材料报送线上制及补偿费用延缓制成为该时期为企业减轻负担的重要途径,天地一体化、水土保持监督管理平台等信息化管理手段为疫情期间水土保持监督管理常态化提供了技术支持,水行政主管部门给企业提供水土保持法律法规、新技术的科普上门服务,为疫情解除后生产建设项目继续开展水土保持工作夯实基础。

During the outbreak of COVID-19,the Ministry of Water Resources has promptly issued relevant guidance documents on water and soil conservation supervision and management.Under the guidance of this document,local water administrative departments have refined implementation plans according to the characteristics of local water and soil conservation to facilitate enterprises to resume work and production.Through the files of local soil and water conservation supervision and management during the outbreak of COVID-19,commitment system for special projects,supplementary implementation for key projects,the online system for material submission,delay period for compensation fees have been the important way of reducing the burden for the enterprises.The information management methods including the integration of heaven and earth and the platform of soil and water conservation supervision and management provide the technical support for normalized soil and water conservation supervision and management during the outbreak of epidemic period.The water conservancy administrative department have provided water and soil conservation laws and regulations and the door—to—door service of new technology to the enterprises which lay a solid foundation for continuing to conduct soil and water conservation work in construction projects when the epidemic is relieved.
