监管科技在反洗钱监管中的应用研究——基于演化博弈视角 被引量:4

Applied Research of RegTech in Anti-money Laundering Regulation from the Perspective of Evolutionary Game

摘要 利用监管科技提高反洗钱监管水平,对维护国家金融安全至关重要,是各国经济金融发展的焦点问题。本文通过构建洗钱者、金融机构和政府监管机构三方的演化博弈模型,讨论监管科技在抑制洗钱活动、提高金融机构反洗钱积极性和反洗钱监管效率中发挥的重要作用。研究发现,提高反洗钱成功率和洗钱成本,对阻碍洗钱行为极为重要;监管科技的运用受到监管科技水平高低、洗钱行为及金融机构反洗钱效果的影响;监管科技的研发决策取决于研发成本,而市场发展水平对监管科技的最终效果具有决定性作用。最后,提出了提高反洗钱监管效率的政策建议。 Using RcgTech to improve the level of anti-money laundering regulation is the focus of economic and financial development in each country as it plays an important role in maintaining national financial security.By constructing an evolutionary game model among money launderers,financial institutions,and government regulators,we study the important role RegTech played on combating money laundering,improving financial institutions’ anti-money laundering enthusiasm and anti-money laundering supervision efficiency.The results show that increasing the success rate of anti-money laundering and the cost of money laundering is important to prevent money laundering;The application of RegTech is influenced by the level of regulatory technology,money laundering behavior and the anti-money laundering effect of financial institutions;The R&D decisions of RegTech depended on the R&D costs,and market development’s level has a decisive effect on the final effect of RegTech.Finally,some suggestions on how to improve the efficiency of anti-money laundering supervision are put forward.
