上海市社区精神康复机构资源及其服务现状调查

Investigation on Status Quo of the Resource and Service of Community Mental Rehabilitation Institutions in Shanghai

目的:了解上海市社区精神康复机构资源及康复服务现状,为政府部门制订相关政策提供依据和建议。方法:自行设计调查问卷,对上海市社区精神康复机构的康复资源及康复服务现状进行问卷调查。结果:政府对社区精神康复机构的投入逐年增加,2018年政府投入经费2391.8万元,占总经费的97.57%。全市共有211家社区精神康复机构,474名工作人员,社区精神康复学员4254人,持精神残疾证患者入园率8.87%,每位工作人员平均服务8.97名学员。工作人员中女性345人,占72.78%;学历以高中、中专和大专为主,占67.72%;年龄50岁以上者154人,占32.49%。受调查康复者中有73.5%的人认为康复效果较好或很好,接受过的服务排在前3位的是精神科药物管理(83.39%)、残疾人生活保障金(64.12%)、家庭与社区康复(59.47%);很重要的康复服务是精神科药物管理(87.38%)、残疾人生活保障金(80.07%)和综合性援助(74.09%);服务满意度最高的是精神科药物管理(84.46%)。结论:上海市社区精神康复机构硬件配置基本完善,政府投入逐年增加,但存在人力资源匮乏,提供的康复服务不能满足患者的多元化需求等方面的问题。

Objective: To understand the status of resource and service of the community mental rehabilitation institutions in Shanghai, to provide basis and suggestions for government departments to formulate relevant policies. Methods: A self-designed questionnaire was conducted to investigate the current situation of resources and services of the community mental rehabilitation institutions in Shanghai. Results: The government’s investment in community mental rehabilitation institutions increased year by year. In 2018, the government’s expenditure was 23.918 millon yuan, accounting for 97.57% of the total. There were 211 community mental rehabilitation institutions, with 474 staff members and 4254 patients participating in community mental rehabilitation services. The enrollment rate of patients with mental disorders was 8.87%, and each staff member served an average of 8.97 patients. Among the staff, there were 345 females, accounting for 72.78%, education background was mainly high school technical secondary school and junior college, accounting for 67.72%, and 154 were over 50 years old, accounting for 32.49%. According to the survey, 73.5% of them thought the recovery effect was good or very good. The top three services received were psychiatric drug management(83.39%), subsistence allowance for the disabled(64.12%), family and community rehabilitation(59.47%). The rehabilitation services considered to be important were psychiatric drug management(87.38%), subsistence allowance for the disabled(80.07%) and comprehensive assistance(74.09%).The highest satisfaction service was psychiatric drug management(84.46%). Conclusion: The hardware configuration of community mental rehabilitation in Shanghai is basically perfect. Although the government’s investment is increasing year by year, it is still insufficient, and the human resources are scarce, the rehabilitation services can’t meet the patients’ diversified needs.
