综合应急救援能力评价指标体系架构及内容表示研究

Research on Evaluation Index System of Comprehensive Emergency Rescue Capability

面向自然灾害、事故灾难、公共卫生、社会安全等灾种构建的救援灾害轴,面向村、社区、街道(镇)、区(县、市)、市、省等区域构建的救援区域轴,面向准备、响应、处置、保障、善后等时间构建的救援时间轴,抽象建立描述综合应急救援能力评价指标体系的三维坐标系;在此基础上,抽象出综合应急救援能力评价指标体系架构,以及能力评价指标体系框架内容和评价指标体系表格描述形式;基于这些研究成果,就可根据实际情况对综合应急救援的准备、响应、处置、保障、善后等能力进行评价。

The 3D comprehensive emergency rescue system consists of three parts:firstly,disasters related to natural disasters,accidents,public health and social security;secondly,areas including village,community,town,district,county,city and province;thirdly,rescue phases from preparation,response,rescue,security to rehabilitation.Based on the 3D system,the structure,content and chart of evaluation index system for comprehensive emergency rescue capability are created.These research results assist in capability evaluation of preparation,response,rescue,security and rehabilitation according to actual situation.
