摘要
房建工程EPC/DB模式具有功能需求难以在招标前明确、计价模式不同、材料设备选用易发生分歧、传统项目管理模式影响深刻、业主介入项目较深等不同特点,研究了房建工程EPC/DB模式推行中遇到的瓶颈,如业主管理理念和管理模式滞后、总承包商诚信度和管理能力不足、项目合同示范文本不适用房建工程、适应项目模式的人才和服务机构匮乏等,提出了建立新型项目管理模式、引入专业顾问单位进行专业工程设计或监督、重视项目前期可行性研究、建立材料设备品牌长名单、借鉴国际经验编制项目合同、推行项目实施主体单一责任制等对策。
The EPC/DB mode of housing construction project has different characteristics,such as difficult to define the functional requirements before bidding,different pricing modes,prone to divergence in the selection of materials and equipment,profound influence of traditional project management mode,and deep involvement of owners in projects. This paper studies the bottlenecks encountered in the implementation of EPC/DB mode of housing construction engineering,such as the lagging behind of owner management concept and management mode,the lack of integrity and management ability of the general contractor,the lack of project contract model texts for housing construction projects,the lack of talents and service agencies that are suitable for the project model,etc. and proposes some countermeasures such as establishing a new project management mode,introducing professional consultants to carry out professional engineering design or supervision,attaching great importance to the feasibility study of the project in the early stage,establishing a long list of materials and equipment brands,drawing on international experience to draw up project contracts,and carrying out a single responsibility system of project implementer.
