国内外卫生健康信息标准管理机制比较分析

Comparative Analysis of Management Mechanism of Health Information Standard at Home and Abroad

目的通过比较分析国内外卫生健康信息标准管理机制的差异,提出相关思考和政策建议。方法采用调查研究和文献检索方法,收集我国和国外有关国家的资料,建立信息标准管理机制分析框架,围绕信息标准的先期研究、立项、研制、发布和评估等环节,对标准的监管、研制、应用、评估和保障等方面机制进行了比较分析。结果我国信息标准管理较符合信息标准化的发展方向,具有一定的制度优势,但在保障机制方面还存在发展不平衡、不协调的问题。结论我国卫生健康信息标准管理机制建设成效显著,不同管理机制之间需要相互借鉴,发挥制度优势,取长补短。

Objective By analyzing the differences of the health information standards management mechanism at home and abroad,this paper puts forward relevant thinking and policy suggestions.Methods Through investigation and literature search,data were collected at home and abroad,and an information standards management mechanism analysis framework was established.Focusing on preliminary research,project establishment,development,release,and evaluation of information standards,a comparative analysis was conducted on the mechanisms of standard supervision,development,application,assessment and guarantee.Results China’s information standard management is in line with the development direction of information standardization and has certain institutional advantages,but there is still unbalanced and uncoordinated development in terms of guarantee mechanism.Conclusion The construction of management mechanism has achieved remarkable progress,different management mechanisms need to learn from each other and make use of system advantages.
