摘要
贯彻落实中央深化国资国企改革精神,聚焦做强做优做大国有企业和推动高质量发展要求,按照中国国家铁路集团有限公司党组关于深化国铁企业改革部署要求,以对标管理理论与方法为基础和指导,充分借鉴其他企业成功经验,结合企业自身业务特点、发展战略等,遵循"导向性、全面性、可得性、可比性"4项基本原则,构建由"目标层、要素层、指标层"组成的,包括五大目标、15项要素、65项具体指标的中国铁路设计集团有限公司建设标杆企业的指标体系,为国铁企业和其他勘察设计类企业进行管理改革提供有益参考。
With implementing the central government’s spirit of deepening the reform of state-owned assets and enterprises, focusing on strengthening and expanding state-owned enterprises and promoting high-quality development, as well as following the requirements of the Party Leadership Group of China State Railway Group Co Ltd(CHINA RAILWAY)for deepening the reform of CHINA RAILWAY enterprises, the paper takes the benchmarking management theory and methods as the basis and guidance, fully learns from the successful experiences of other enterprises with considering own business characteristics and development strategies, and abides by the four basic principles of"orientation, comprehensiveness, availability and comparability"to set up the index system for China Railway Design Corporation to establish a benchmarking enterprise. The index system is composed of"target layer, element layer and index layer"and includes five goals, 15 elements and65 specific indexes, which will provide a useful reference for the management reform of CHINA RAILWAY enterprises and other survey and design enterprises.
