列宁“帝国主义两种趋势论”启示中的生态殖民反制策略论析

An Analysis of Imperialist Eco-colonial Counter-measures under the Enlightenment of Lenin’s“Two Trends”Theory

列宁在《帝国主义是资本主义的最高阶段》中剖析帝国主义的本质及发展趋势,既阐明其"寄生性""腐朽性"及快速扩张的趋势,也指出其无法逃脱"垂死性"的历史命运。与之相应,列宁还指出帝国主义殖民也具有两种趋势,即隐蔽渗透、广泛弥漫、深度强化与垄断链条断裂、殖民基础动摇、殖民力削弱并存。这构成"帝国主义两种趋势论",成为帝国主义生态殖民的当代动向辨析及对其进行反制的策略探索的重要思想资源。由此探索当代帝国主义生态殖民反制策略,得出结论:一要深刻洞察帝国主义霸权主义和强权政治裹挟的隐蔽生态殖民,警惕"新自由主义""机会主义""逆全球化""单边主义"等错误思潮及行径,增强反制帝国主义生态殖民的世界共识。二要遵循"生命至上"和"人民至上"的政治信念、生命安全和身体健康的价值底线及"人类卫生健康共同体"构建的实践愿景,推动全球公共卫生安全治理和全球生态安全治理协同,推动人类命运共同体构建事业整体推进。三是抓住后疫情时代历史际遇,加强生态文明中国话语和全球话语的建设与传播,推动全球生态文明建设国际合作的制度优化和路径拓展,为人类命运共同体构建提供强劲动力和引擎。

In"Imperialism is the highest stage of capitalism",Lenin analyzed the colonial trend of capitalism in the imperialist stage,exposed the colonial nature of imperialism with"financial capital"as the engine,and pointed out its dialectical trend of coexistence of strenthening and weakening.This still has explanatory power to the criticism and counter-measure of imperialist ecological colonization in the present era.Contemporary imperialist ecological colonization also presents those characteristics.This poses both challenges and opportunities for global ecological security and sustainable human development.Lenin’s theory of"two trends"of imperialist colonization inspired all nations to jointly counter imperialist ecological colonization.First,we should resist all imperialist ecological colonization,and guard against social thoughts such as neoliberalism,opportunism,anti-globalization and unilateralism.Second,following the common fundamental principle that people’s lives and health are paramount,and taking the construction of human health community as the common direction,we will actively promote the development of global public health governance and the building of community with shared future mankind.Third,seize the historical opportunity,enhance the construction and dissemination of Chinese and global ecological civilization discourse,and promote the construction of human destiny community with global ecological civilization development as an engine.
