“冲补强”提升计划背景下工会对高校绩效激励的作用与影响探析

摘要 2018年,广东省为贯彻落实党的十九大精神和习近平总书记广东视察重要指示,着力解决高等教育的发展不平衡问题,制订了高等教育"冲一流、补短板、强特色"的教育提升计划。该计划将广东省几十所高校列入重点建设名单,对高校的教育内涵、教育质量、学科建设等方面提出了更高的要求,并给予了充足的资金支持。在此背景下,高校工会组织如何应对"冲补强"建设的难点、如何利用提升计划中深化改革的机会提升工会组织在高校的管理服务能力,尤其是如何借此机会开展高校绩效工资改革,激发教职工的积极性,增加教职工对单位的归属感和满意度,成为高校工会工作者重点关注的课题和面临的新挑战。该文主要对在"冲补强"提升背景下,工会组织在高校绩效工资改革、绩效评价等方面可能发挥的作用和影响进行思考和总结,并提出相应的建议。 In 2018, in order to implement the spirit of the 19 th National Congress of the Communist Party of China and the important instructions of General Secretary Xi Jinping during his inspection in Guangdong, Guangdong Province focused on solving the problem of imbalance in the development of higher education, and formulated a promotion plan of "constructing first-class, making up for shortcomings, and enhancing characteristics" for higher education, which includes dozens of colleges and universities in Guangdong Province on the list of key construction, puts forward higher requirements on the educational connotation, quality of education, and discipline construction of colleges and universities, and provides strong financial support.In this context, how college labor unions deal with the difficulties in "constructing first-class, making up for shortcomings, and enhancing characteristics", use the opportunity to deepen reforms in the promotion plan, and improve the management and service capabilities of themselves has become the focus of labor union workers in colleges and universities. Especially how to take this opportunity to act on the reform of performance-related pay in colleges and universities, stimulate the enthusiasm of faculty and staff, increase the sense of belonging and satisfaction of faculty and staff to the unit, has become a new challenge for the work of labor union workers. Under the background of "constructing first-class, making up for shortcomings, and enhancing characteristics", this paper mainly considers and summarizes the possible role and influence of the labor union on performance-related pay reform and performance evaluation in colleges and universities, and puts forward corresponding suggestions.
