后脱贫时代农村普惠金融发展水平测度及其减贫效应分析--以重庆市涪陵区为例

Measurement on The Development Level of Rural Inclusive Finance in the Post-poverty Era and Analysis on Its Poverty Reduction Effect——A Case of Fuling District in Chongqing City

【目的/意义】后脱贫时代,稳脱贫、防返贫任务艰巨,农村是脱贫攻坚的主战场,基于对重庆市涪陵区农村的实践分析,探讨普惠金融的减贫效应。【方法/过程】以涪陵区2010-2019年10年的数据为基础,运用Sarma普惠金融指数测度方法来测度普惠金融发展水平,并运用多元回归,分析普惠金融的减贫效应。【结果/结论】结果显示:普惠金融发展有利于减贫,第三产业发展也有利于减贫。要做到稳脱贫、防返贫,这就要求:拓展普惠金融服务范围,继续稳定脱贫成果;营造良好农村金融环境、优化产业结构防止返贫发生。

【Objective/Meaning】It is a difficult task to shake off poverty steadily and prevent the occurrence of poverty again in the post-poverty era.Rural areas are the main battleground for the poverty alleviation.Based on the practice analysis of Fuling District in Chongqing City,the poverty reduction effect of inclusive finance was discussed.【Methods/Procedures】Based on the data from 2010 to 2019 in Fuling District,Sarma inclusive financial index was used to measure the development level of inclusive finance,and the multiple regression was used to analyze the poverty reduction effect of inclusive finance.【Results/Conclusions】The results showed that:the development of inclusive finance was conducive to the poverty reduction,and the development of tertiary industry was also conducive to the poverty reduction.In order to achieve the goal of shake off poverty steadily and prevent the occurrence of poverty again,it was required to continue to stabilize the achievements of poverty alleviation by expanding the scope of inclusive financial services and optimize the industrial structure to prevent the occurrence of poverty by creating a good rural financial environment.
