摘要
2010年以来,青海省山洪灾害防治项目建设取得丰硕成果,初步建成覆盖全省29个县(区)的山洪灾害雨水情监测、预警网络等,显著提升了全省山洪灾害监测预警能力,但随着这些设施设备及平台进入运维期,运行维护问题日益显现。在多年山洪灾害监测预警系统建设与实践经验基础上,青海省运用基于物联网的山洪灾害监测预警系统运行维护管理平台,从创新管理、运行方式上解决基层技术力量薄弱、设备损坏严重、预警信息发布不及时等问题。阐述了青海省山洪灾害防御非工程措施项目运行维护工作措施及效益,联合气象水文部门发布预警信息方面取得的成效,总结项目管理的经验和做法。
Since 2010,Qinghai Province has achieved fruitful results by establishing a mountain flood disaster monitoring and early warning network that covers 29 counties(districts)in the province.Although the system improves the capability of disaster monitoring and early warning,its operation and maintenance has encountered a lot of difficulties along with entering into operation and maintenance period.Thanks to the construction and practical experiences,Qinghai Province developed a platform for operation and maintenance of mountain flood disaster monitoring and early warning system based on the Internet of things,so as to increase technical strength for monitoring equipment damage and providing timely forecast and warning.Discussions are also made on application and benefits of non-structural measures,effect of early warning jointly by meteorological and hydrogeological departments.Experience and practice of project management are also summarized.
