The report of the 19th National Congress of CPC proposes to build a social governance pattern of joint contribution,joint governance and shared benefits in the new era.How to implement this concept are discussed from four aspects of socialization,legalization,intellectualization and professionalization,so as to build a new pattern for water conservation in Shanghai and provide a reference for practical applications in other cities.
