浅谈中国建立技术移民制度的必要性和可行性

中国建立技术移民制度不仅可以促进国际间人才流动和我国经济发展,还可以积极参与全球移民治理。我国已经具备法律政策基础,具有统一的移民管理机构,并有国外相对完善的技术移民制度可以借鉴。应在制度建立过程中因地制宜,不断调整创新出入境管理政策,加快推进相关立法,进一步完善外国人永久居留制度,以符合中国国情。

The establishment of skilled migration system in China can not only promote the international flow of talents and China's economic development,but also actively participate in global migration governance.China already has the Legal Policy Foundation,has the unified migration management organization,and has the overseas relatively perfect technical migration system to be drawn lessons from.In the process of establishing the system,we should adjust and innovate the entry-exit management policy,speed up the relevant legislation,and further improve the system of permanent residence of foreigners,so as to meet China's national conditions.
