国内外铁路交通事故和事故征候管理研究

Study on the Management of Railway Accidents and Incidents in China and Abroad

为促进我国铁路技术和安全管理与国际接轨,持续提升我国铁路的国际影响力,研究欧盟、美国、日本、澳大利亚等组织和国家铁路交通事故及事故征候管理模式,分析其机构设置、事故或事故征候的定义及等级划分、调查理念等方面的特点,提出改进我国铁路交通事故管理的建议。建议明确我国铁路交通事故征候的定义及范围划分标准,建立完善管理制度和事故征候管理模式,实现分级及精细化管理。对于轻微的、未造成实际损失的安全事件,应突出原因分析。

In order to promote the integration of China railway technology and safety management with the interna⁃tional standards,and continuously enhance the international influence of China railway,the management modes of railway traffic accidents and incidents in the EU,USA,Japan,Australia are studied,and the characteristics of their in⁃stitutional settings,definition and classification of accidents or incidents,and investigation concept are analyzed,and the improvements on accident management of China railway traffic is proposed.It is suggested that the definition and scope division standard of railway traffic incident should be clarified,and the management system and incident man⁃agement mode should be established to implement hierarchical and lean management.For minor safety incidents that do not cause actual loss,the cause analysis should be highlighted.
