面向电费风险防控的欠费及补缴费实时推送系统研究

摘要 电费是供电企业经营成果的最终体现,电费回收的好坏不仅关系国家的财政收入和供电企业生产资金的周转,还关系到电网的发展和安全稳定运行,关系到客户能否获得持续可靠的电能,即关系到人民生活和社会的稳定发展。同时,随着电力体制改革深入推进及电力市场化、主体多元化发展,如何提升用户满意度,也是衡量电力企业经营水平的重要参考指标。因此如何保证电费回收率,提升用户满意度成为了供电企业当前迫切需要研究的课题。本文从用户基本属性、用电行为、用户缴费、渠道交互、综合能源、外部环境六大维度提取用户风险等级标签,在此基础上开发出一种欠费及补缴费实时推送系统,提升电费回收率及用户满意度。 Electricity charge is the fi nal embodiment of power supply enterprise’s management achievement.The recovery of electricity charge is not only related to the national fi nancial income and the turnover of production funds of power supply enterprises,but also to the development and safe and stable operation of power grid.At the same time,with the further development of power system reform and the development of power marketization and diversifi cation,how to improve user satisfaction is also an important reference index to measure the management level of electric power enterprises.Therefore,how to ensure the recovery rate of electricity and improve user satisfaction has become an urgent research topic for power supply enterprises.In this paper,the user risk rating label is extracted from six dimensions:user basic attributes,electricity consumption behavior,user payment,channel interaction,integrated energy and external environment.On this basis,a real-time push system for arrears and supplementary payment is developed to improve the recovery rate of electricity charges and user satisfaction.
