This paper discusses the proposition that public library services be innovative and improved by structural improvements.It suggests that there should be some structural optimization in public library services focusing on seven aspects,i.e.,the overall service framework,the ways of preserving cultural heritage,the spatial layout,the service timeframe,reading programs,the structure of personnel and the IT application,so as to coordinate the structural improvement with the high-quality development for public libraries and enable both of them to advance in a mutually reinforcing way.
