社区防灾减灾机制与应急能力建设研究——以陕西省为例

The Research on Community Disaster Prevention and Reduction System and Emergency Capacity Building——Take Shaanxi as an Example

社区作为社会治理的基本单元,其防灾减灾及应急能力影响着应急体系建设工作。陕西省社区防灾减灾工作存在工作长效机制未确立、风险评估工作缺乏专业性、居民参与度不高等问题,社区防灾减灾机制与应急能力建设必须以"示范社区创建工作"为引领,"多元参与"为主导,长效激励机制为着眼点,夯实基层应急能力,从而达到完善社会整体应急体系和应急能力提升的目标。

As the basic unit of social governance,community’s ability of disaster prevention and reduction and emergency affects and even restricts the construction of emergency system.There are some problems in community disaster prevention and reduction in Shaanxi Province,such as the long-term mechanism has not been established;the risk assessment is lack of professionalism,and the residents’participation is low.The path of community disaster prevention and reduction mechanism and emergency capacity building must be guided by the"model community building work",centered on the"multiple participation",and focused on the long-term incentive mechanism.Only in this way can the grass-roots emergency capacity be consolidated,so as to achieve the goal of improving the overall social emergency system and emergency capacity.
